This generates every possible combination, it doesn't check whether anyone actually searches for it. Some combinations will be awkward phrasing or have zero real search volume. Treat this as a fast way to build a candidate list, then verify actual volume in Keyword Planner or a similar tool before you build content or campaigns around any of them. To change the word order (like location first), just paste your lists into different columns.

How are combinations built?

Each combination is Modifier + Core term + Location, in that order, using only the columns you've filled in. If Locations is empty, you get Modifier + Core term. If both Modifiers and Locations are empty, you just get your Core terms list back, deduplicated. Exact duplicate combinations (from repeated input lines) are automatically removed.
